UCC Media Justice Update

OC Inc. Urges FCC to Subsidize High Speed Internet for Low Income People

Last week, the UCC Office of Communication Inc. encouraged the FCC to subsidize high speed internet for low income people and make other changes to improve the existing program which subsidizes the cost of regular voice telephone service.

In comments filed with other public interest groups, the OC Inc. told the FCC to “think broadly and creatively” with respect to the policy that will shape reform of the Universal Service Fund. The Office of Communication Inc. will continue to play a part in this process to ensure the resources are distributed to those who most need them.

The comments call for Lifeline and Link-Up reform to be based on local community solutions, taking into account what was learned from the Broadband Technology Opportunity Program (BTOP) and Broadband Initiatives Program (BIP), pilot digital-divide programs now being built.

The comments also called for measures to encourage the inclusion of homeless individuals and those living in group homes in the adoption programs, and argued that broadband should be named as a possible option for USF fund reform under the FCC proceeding on title reclassification.

The comments were filed with the Benton Foundation, Public Knowledge, the New America Foundation’s Open Technology Initiative, Deep Tech, the Center for Rural Strategies, and Access Humboldt.  The comments can be read here and the Open Technology Initiative’s Proposal for the Design and Analysis of a Lifeline/Link Up Broadband Pilot Program here.
